RESOLUTION CALLING A HEARING ON PROPOSED ASSESSMENTS FOR
JOBS 0607, 0610, 0611 and 0631
Whereas, the City Engineer has notified the City Council that final project costs have been compiled for the following projects:
Job 0607 East Main Street Lighting – Edgewood to Blake and TH65 to East of Trails and Loves at a total project cost of $688,557.49, with a City cost of $495,063.93 and an assessable cost of $193,493.56; The project involved installation of 105 lights along East Main Street as described above;
Job 0610 Concrete Paving – Alley between Raymond Avenue and Alice Avenue at a total project cost of $78,516.74, with a City cost of $40,114.28 and an assessable cost of $38,402.46; The project involved installation of a dish shaped concrete surface on the Alley between Raymond Avenue and Alice Avenue. It also involved replacing two retaining walls and concrete aprons to match into existing driveways;
Job 0611 2006 Sewer and Water Contract No. 1 at a total project cost of $476,105.48, with no City cost and an assessable cost of $476,105.48; The project involved installation of curb and gutter, bituminous roadway, sewer main, water main, utility service lines and storm sewer in the Tiger Hills Phase II Subdivision. It also involved grading the site into buildable residential lots and providing street lighting.
Job 0631 2007 Neighborhood Improvement Project at a total project cost of $383,062.05, with a City cost of $105,254.11 and an assessable cost of $277,807.94. The project involved the streets as follows:
Glenview Rd –Bridge Ave. to Keystone Dr. Grand Ave.–Glenview Rd. to Hills Ln.
Keystone Dr.–Glenview Rd. to Troy Rd. Troy Rd.–Bridge Ave. to Highland Ave.
Highland Ave.–Troy Rd. to the North End Harmony Ave.–Hammer Rd. to Hills Ln.
Hills Ln.–Bridge Ave. to Harmony Rd. Windsor Rd.–Hills Ln. to Pilot Rd.
Airport Rd.–Hi Tech Ave. to the West End
Now, therefore
THE CITY OF ALBERT LEA RESOLVES:
Sec. 1. That a public hearing shall be held on the 24th day of September, 2007, in the City Center Council Chambers at 7:00 p.m. to pass upon such proposed assessments and at such time and place all persons owning property affected by such improvements will be given an opportunity to be heard with reference to such assessment.
Sec. 2. That the city clerk shall cause a notice of the hearing on the proposed assessments to be published once in the official newspaper at least two weeks prior to the hearing, and shall state in the notice the total cost of the improvement. The city clerk shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings.
Sec. 3. That the owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole assessment on such property, with interest accrued to the date of payment, to the city financial officer, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessments. He may at anytime thereafter, pay to the county auditor the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year.
Sec. 4. That reading of this resolution is waived by Council consent.
Sec. 5. That publication of this resolution shall be dispensed with under provisions of Section 3.08 of the Charter of the City of Albert Lea.
That the motion for the adoption of the foregoing resolution was duly seconded by Councilor Baker, and upon a vote being taken thereon, the following voted in favor thereof: Councilors Rasmussen, Baker, Marin, Olson, Severtson, Brooks and Mayor Erdman.
And the following voted against the same: None.
